Safety and Operational Risk - Security Specialist

Responsibilities
Assist in the implementation of security strategy in the context of protection of premises, guarding of restricted area, intrusion detection, crime prevention, cargo and merchandise security, and aviation security, including but not limited to compliance of the obligations of CCT under the Aviation Security Program, and other obligations imposed by the Airport Authority, Civil Aviation Department, and the standards imposed by customer airlines or other end customers.
Assist in the investigations on all security related incidents, policy and procedure violations and criminal activities, and make recommendations to rectify the situation.
Assist in the management of performance of all security staff and security subcontractors, and ensure the daily security operations meet the required standard.
Ensure the efficient running and operations of the Security Control Room and Permit Office of Cathay Cargo Terminal (CCT).
Ensure compliance of ICAO, IATA, TSA, EU and CAD regulations and requirements and develop training plans, strategy and enhance operation procedures.
Implement, review and enhance the TRA Aviation Security Program, Security Management System and TAPA (FSR) of CCT.
Ensure the operation within CCT Permit Office is carried out smoothly and orderly.
Supervise the work and performance of the Permit Officers.
Coordinate and compile external/internal audits.
Develop and deliver security training for staff.
Attend industry forums and meetings as directed.
Deputize Assistant Facility Security Manager in his/her absence.
Support other CX subsidiaries for matters of safety and security and completes other projects/assignments as directed by the Manager Safety and Security.
Any ad hoc duties as assigned by superior(s).
Requirements
F.5 or tertiary level education.
A minimum of 5 years’ experience in security operations, preferably aviation or logistic security.
Experience in disciplinary forces would be beneficial.
Knowledge of ICAO, IATA, RAR, TAPA, RA3 and TSA would definite be an advantage.
Details oriented, a self-motivated team player and a confident leader.
Able to work independently and under pressure.
Good communication and interpersonal skills.
